Bought a WiiM Amp today specifically to connect my 27” Mac to some decent external passive speakers, in order to play my GarageBand songs back.
Have connected it via AirPlay, but every time I hit play/pause there’s a 2-3 second delay before it starts/stops playing.
It does it with other music as well as anything from GarageBand.

Any ideas why it’s doing it, and how I fix it?

I believe all Wiims buffer the audio received over the network. So even after pressing stop/pause there will buffered audio left to play.
As far as I know the size of the buffer is not configurable
 
Is this an airplay thing?
I don't use airplay, I've never noticed such delays when pausing / resuming music on any of my wiims, including an amp pro.
 
That is an AirPlay thing. You would experience it with any AirPlay device including HomePods.

To fix it, you need to have a physical connection between your Mac and WiiM. Lots of options there depending upon the model of Mac.

Edit: the reason for the delay is that your Mac is negotiating a reliable playback stream with the WiiM and buffering a bit of the music to accommodate fluctuations in network performance. If you’re expecting to use AirPlay to review song edits in GarageBand, you’re going to be disappointed. It will never be satisfactory.
