How does shuffle work?

Wondering how shuffle works with a home media share. I have a library of ~11,000 tracks, and using MinimServer from my NAS I can browse direct to that massive list -- all the racks listed alphabetically by track name. To shuffle using the WiiM app I play a track and hit shuffle. The tracks are shuffled, but it only seems to utilize a comparatively small subset of tracks immediately adjacent (alphabetically) to the track that was initially played. Is there any way to shuffle the full set of 11,000 tracks?
To be honest I don't even understand if the shuffling occurs at the app, the device, or the server.

The shuffling happens in the app.

It appears there's a queue limit of 500 tracks in the WiiM app, and shuffle simply populates the queue with X from before the first random track (or the one you chose to play/seed) and Y from after.

Third party control points don't have that limitation e.g. BubbleUPnP.
