Dare say it depends on what definition of bit perfectness you adhere to. These days I take it to mean there’s no unwanted change within the streamer i.e. it outputs exactly what it received with no “artifacts” or whatever.

However, if there’s a change you want rather than an unexpected/unwanted change by the streamer, then I say do whatever floats your boat whether that be the use of EQ, volume level/limits, balance, normalisation etc. If you like the resulting sound, arguably that should be the end of it surely?

(dare say you could argue if the normalisation was done at the server end rather than in the streamer, would that then be bit perfect with respect to the streamer as it isn’t introducing any changes to what it received?)
 
Proper media servers support Replay Gain tags. These are well worth applying even if you think you do not need them. Such files are still bit perfect audio wise.
