My Quad 44 volume control goes from 1 to 22, and on the lowest setting of 1, music can still be heard.

And even Quad cannot decide what's right and what isn't. The scale on the (simpler, but similar) Quad 34 goes from 1 (or more precisely muted, one tick below 1) to 21 ...

Continuous improvement, the 34 is slightly younger.

Seriously, I have no clue. It doesn't look like cutting costs either. The 34 has a super precise pot, too.
