Maybe because the most prominent "Hosenrollen" appear in German/Austrian composers operas. F.e. Cherubino in Mozart's Le Nozze di Figaro or Octavian in Richard Strauss' "Der Rosenkavalier".
Roots can be found during the Baroque, when women on stages were forbidden. The high era of the castrati, superstars at the time! Today in HIP counter tenors or male sopranos are very popular.
