No, Smart Preset is still in beta testing.
Will smart presets give us the ability to just set a few combinations of EQ, Volume limiting, Output settings (speakers or USB output) allocated to a preset. It looks to me as if a preset has to defined first as a radio station or playlist for example which doesn't really make sense to me if I just want the ability to define settings for speakers or headphones. I don't want different settings for Radio Paradise and Radio 2. I want to associate a volume limit with an EQ setting for speakers and another one for headphones, the source doesn't matter.

Yes, I proposed to be able to register presets without changing the source currently playing.
(The team may be looking at ways to not associate sources with smart presets, but it remains to be seen how this will be improved in the next update.)

Currently, however, the Smart Preset does not support volume limit and USB output.
(I have not tested the USB, so I'm sure someone will correct me if I'm wrong.)

EDIT: Smart Preset also supports USB output, I believe Bluetooth output is not supported at this time.

Yeah, as it stands the settings need to be associated with content, but I guess you could make that something anodyne like playing a very short silent track.
