Is it possible to use the Wiim Ultra as an ADC converter to digitize an analog signal on the line input and output it as a digital signal on usb out to send it on to Audacity on my laptop.
I have many vinyl records that are not available for download.

Yes, that is possible if your PC support the USB audio input.

To use the line input, you need to send the signal through a photo-preamp. The low level phono signal would go through the phono input on the Ultra. There have been reports of people dissatisfied with the quality of the A to D on the phono input.

I would suggest you look at Vinyl Studio rather than Audacity. It is deigned for digitizing vinyl and has a much smoother work flow than Audacity. It does hum, click, pop, etc. removal, separates tracks easily and has a very good tagging system. Not free like Audacity but not expensive either.
 
I have an Ortofon MC Pickup with a Ortofon preamp in front of a Yamaha AVR with RIAA amp, so I am not using the phono amp in the Ultra. Sadly itś not working with any of my pcś.
I have ordered a Behringer UMC202HD from Amazon so I will not be using the Wiim Ultra.
I have been using Audacity for many years and I think I can manage most of the features I will be using.
