Yes true. Real-time Reporting Frequency: The Tapo P115 refreshes its real-time power measurement roughly every 5 seconds. If a power peak (e.g., from a motor starting) lasts only a few milliseconds or even a full second, the P115 might not capture the maximum wattage of that peak, as it reports an averaged value over that 5-second interval.
