I guess you mean your request is not to rely on internet connectivity as I can’t see how the app could work without hi fi, but otherwise I see your point.

Internet or generally network?
The WiiM works without Internet but of course it needs a local network (WiFi or Ethernet) for WiiM Home App access. That is the only way to select tracks from the USB.

I think that has been discussed before.

The request is not totally unreasonable. Other brands have been using e.g. purely Bluetooth based communication between app and device.

It's not impossible, but clearly against the general route WiiM goes (as mainly a producer of network streaming products).

If you have 2 phones (or tablets), enable the Wi-Fi hotspot on "phone (A)" and connect "phone (B)" and WiiM to "phone (A)" Wi-Fi.

Install the WiiM home app on "phone (B)" to setup and control the WiiM.

Yes. This is described in the WiiM FAQ "How to Connect Your WiiM Device to a Mobile Hotspot".
 
My routers (Fritz!Box 7590 with Internet access + 2 x Fritz!Box 7490 set up as repeaters) offer the option of prohibiting Internet-enabled devices from accessing the Internet - this is called “parental control”. This enabled me to prevent the Samsung printer and the QNAP NAS to calling home.
Check your router settings to see if you can make similar settings. It is important that you assign fixed IP addresses to the relevant devices.

It's not possible and it's unlikely that it will ever be possible. It's not technically impossible, it's just not in line with WiiM's direction and their market position.

The next best thing is to use any device (such as another smartphone or tablet) that can create its own Wi-Fi. If this isn't an option then the WiiM Amp is simply not the right device for the task at hand.

But here you are contradicting yourself, because your solution does not exclude WLAN either, right? WLAN or a wireless connection is a prerequisite for the project in any case, so my suggestion is to take the easy-to-implement detour via the router (and exclude the devices from the Internet). Whatever the reason for this may be.

As I said: Bluetooth. No Wi-Fi.

It would be possible in theory, but I don't see it coming. The WiiM Home app is primarily build to stream from network sources. Playing files from a locally attached is just a niche use case and the way it is implemented fully relies on network functionality.

I did not intend to imply that there was any other solution not involving Wi-Fi. I just wanted to mention that WiiM could add functionality to control the Amp fully through Bluetooth if no network is available. But this is such an edge case that I cannot imagine them putting any effort it it.

That is actually what the WiiM Home App do when setting up the WiiM device. The device has its own WiFi AP. But that is still WiFi!

I think WiiM could change the software to use this if no other network is configured but I don't see the point.

You could also directly switch back and forth to the Line Input (instead of having to press the source button on the remote several times and trying to remember the right LED colour).

It's probably still more complicated than Bluetooth communication. And I still don't think WiiM are really considering this use case.

This will not be that complicated as it is "just" about network configuration. The uPnP would still be available. With Bluetooth they will need a new protocol.

I do however not see the use case. If you buy a streamer device it will of course need a network and usually also Internet access. To just play from files use a PC with a sound card.

People are buying this as an integrated amplifier with streaming functions. Then they learn it doesn't work this way. I honestly don't see how you cannot see that use case. :)
