It's the other way around as mentioned above. There is only a handful of artwork showing in My Files, but the WiiM Home App shows nearly all of them once the list has repopulated after a reboot.

I created 3 albums: one used external artwork (folder.jpg), another had embedded and the last had no artwork at all.
NOTE: Where I did supply artwork it was for a different album so I could tell if WiiM was sourcing it.
Browsing with the Files app showed only embedded artwork.
Browsing 'My Music > Local' in the WHA didn't show any artwork initially, and all the tracks were skipped during playback.
I don't think I did anything to trigger this, but all of a sudden the artwork appeared and the tracks were playable. The artwork that did appear was the artwork I'd loaded (the wrong album covers) so these have definitely not come from WiiM.
I then used BubbleUPnP - which also relies on the Android Media library - and the artwork for both albums were visible. To test if the delay I saw from the WHA was down to the Android indexing I loaded another album; artwork appeared instantly in BubbleUPnP but was missing from the WHA until I clicked on the album to play it.
I didn't try any reboots but the Pro Plus shouldn't be involved at all.
In summary I'm sure that WiiM isn't sourcing any artwork, it's probably just that the WHA is a little flaky.
Thank you so much for all that effort. I'm not sure I completely followed your processes, but it appears the issue of the randomly missing, albeit temporarily, artwork, initially, and then after reboots is down to the WHA's slow processing of the file data? Is that your summation?
Anyway, I greatly appreciate your detective skills and efforts in seeking a solution to my mystery.

It feels like a bug to me.
If you clear the WHA's cache (see below) then navigate back to 'My Music > Local' no artwork is displayed. If you select Albums and try to play an album all the tracks are skipped, whereas if you play an item from Tracks it's fine and the artwork is immediately loaded. At least that's what happens on my Pixel.
On the Samsung go to: Settings > Apps > WiiM Home > Storage: Clear cache
Loaded music with embedded artwork onto android phone, bubble instantly shows album and track artwork while browsing..
WHA didn't show any artwork at all anywhere.
(Didn't play anything, just browsed.)
Left it overnight, WHA still not showing any artwork at all this morning.
Played something from WHA from the Album view - chose an album, chose a track.
I don't know exactly when, but shortly after when browing in My Music / Local the Tracks view showed artwork for all tracks.
The Albums view still didn't show any artwork at all, yet clicking on an album to show its tracks did show artwork against each track.
A short while later the Album screen showed artwork too.
Support got back to me and sent me a link to what I assumed was a new version of the WiiM app, although there was no other details than a mention of a new version, which I figured I needed to install on the phone with the music files. So then I had to work out how to get the APK file onto the device, which astonishingly I ended up doing with a PC and a USB (yes, I'm not well versed in these things and only ever install from the Play store), and then had to alter the phone's security settings to allow installation. Anyway, it appeared to work okay and the WHA updated to 3.1.7...
Remarkably, all the album artwork save for 1 showed up in My Music>Local>Albums
I'm not game to do anything else to be honest now that the artwork issue seems to have been rectified, and I'm sure the missing one is due to my incorrect ripping perhaps, but the album plays perfectly so that's fine.
I will see what happens after the next WiiM Pro Plus reboot and report back.
Heartfelt thanks once again to all of you who helped out.
Further update: I can now confirm that rebooting the WiiM Pro Plus no longer causes random disappearing artwork since installing the WHA update Support sent me. I assume the fix is included in the public release version of 3.17 now?
