When that toggle is turned on, the device remembers the last used volume; turn it on even if you only one input is used.

Have you tried turning it off then rebooting to see what happens?
Yes, the result is the same.
If reboot the device after turning off Per-source volume control, the volume will return to 35%. Your problem is caused because this is turned off. Please switch it on now

If I turn off per source volume control then my Amp does start up at 35% and the WiiM Home app also confirms this. So turning on per source volume definitely is the solution
Yes, it doesn't matter how you reboot - if Per-source volume control is on, the volume will not change when you reboot. If it's off, it will revert to the default of 35%.
