Strange as per source volume control works for everyone else. I didn't even know the volume reset to 35% until I disabled per source volume control.I can confirm per-source volume control did not work...
Also when I tried to change the volume lights to "always on", it didn't happen either so I can't tell what it shows. I had to adjust volume to trigger this change.

Yes, if I remember correctly, the volume indicator lights up when the input on reboot is Wi-Fi (or Ethernet). ....Then switch the input several times and check that the volume of the Optical input is remembered.
(If you don't do this, it may not be remembered.)
