I figured out the problem, I had a high powered USB adapter that I use to fast charge my phone pluged into it. Plugged in the supplied lightweight usb adapter and it's running again.
The SMPS USB power supplies do actively monitor ins adjust the output voltage to be 5 V exactly. It's in (relatively) very low load situations where the control loop might not work as expected and cause voltage drops and spikes.
