Yes I've followed all those steps. I see the circles/triangle, and when I tap that it brings up "Airplay" and I see the adapter. But should it say "Airplay", because that would indicate to me that it's using AP which of course cannot transfer higher then CD quality?

The adapter itself does not have any wireless communication capabilities, so no, it does not work via AirPlay. If you're playing music on the phone through it and the optical signal delivers sound to your DAC, then it is definitely not AirPlay.

Well for whatever reason I can’t get it to transfer more than 16/44

Got it! I had to turn off Dolby Atmos.
