I have just started seeing this unhelpful popup every time I open Gmail. No idea what it means and It seems I can still receive and read emails after hitting "cancel".

I couldn't find Google Play Services when I looked last night.
Settings > app > tap the three-dot icon in the top right-hand corner of the screen to display the system app.


However, it is not clear whether this refers to the Google play developer service, or the Google play store app.
 
It may be worth deleting your Yahoo and Virginmedia accounts and registering again🤔
Deleting and adding the accounts doesn't help. After clicking cancel on the popup I see
"No action taken. Continuing in offline mode"
Apart from that it seems to work OK.

Could you try deleting data from the Google service again?
You may need to re-install the Gmail app.
The submission to Google Help suggests that older IMAP email accounts are affected.

but I honestly not sure...

Just got a reply to my 1 star review on the play store and Google are aware of the issue and investigating a fix.
